To the nitwit upstairs of me who said that why buy all the T3's when one is enough is a nitwit and doesn't understand how each ship is different from the other.
Regardless,
Proteus: A brick tanked in your face cruiser, It has great damage and application. It's basically a Megathron in a small package with the added benifits of T2 Resists with better sensor strength or an extended scram range. However it's cap life is poor so neut are very powerful against it, and at most you're only going to have four mids, three if go for the more common fits. It's also slow as balls, So combined with it's short range and average low speed it tends to be easily kitted, although the extended scram bonus helps alleviate this. Rail Proteus are used more often for fleets then they are for Solo. Drone Proteus are an odd bunch. I've seen them work, but not often enough. It's often jammed out to because most people go with the Scram bonus over the sensor bonus. The proteus is probably the best cloaky hunter out all of them. Proteus isn't link ship as it's CPU is lower than the Legions, making it more expensive to fit full links.
Tengu: Tengu's are used in Hull a lot, but they work great as 100mn kitters if you have links. They get decent paper DPS (600 to 850 on average) but depending on what you're fitting and what you fighting, your applied dps may be lowered. Tengu's can get a pretty massive tank, they can have up to 8 mid slots. So brick tanking them is pretty useful. Blaster Tengu's are interesting. They get about 600DPS, The Railgu is what used in Null. ECMgu's are armored tanked and useful for fleets, It tanks for then Rooks and Falcons but I think it's Jam range is lower, they make good screeners to with RLML. Tengu's though tend to suffer when it comes to Tackle, since the Mids are taken for Tank, anyone with dual webs will get range control over you. A Booster Tengu is the prime choice as well, as it boosts shields, Skirmish and Info.
Legion: The Legion is a little underbalanced, They make decent gate campers as they can achieve good scan res making them good choices for insta locking, but the loki is better for that as Arties do more alpha. But laser track far better and can knock out smaller **** . Neut Legions are the staple hood of roaming Wormhole fleets. HAM Legions are pretty decent to, as mixing Neuts with a capless weapon system is never a bad idea. Legion again it rather slow, It can tank a ton just like the proteus. It's also the Armor T3 booster, it boosts Armor/Skirm/Info but get's more CPU than a Proteus so it's easier to get the fitting you want.
Loki, Loki like the Legion can get stupidly high scan res, making a great gate camper and alpher. It also has a Web Bonus range which is great anybody, though the T2 recons get better ranges the Loki tends to have far more tank and DPS. It's also harder to guess the fittings for them, unless you're staring at one you generally have no clue what kinda loki you'll be fighting, the other T3's have very common fittings without much deviation. However Loki's tend get less overall tank compared to the others, although they are fastest out of the bunch. I've seen some 100mn RLML fits though I've never used one personally. Like the proteus the loki is easy to jam due to it's web bonus subsystem taking up the slot of the sub that gives it sensor strength. The loki as a booster is an odd one, it boosts shield Armor and skirmish, so pretty useless unless your running a kitchen sink fleet.
